			<content:encoded><![CDATA[<p>(Austin, TX) November 24, 2008 &#8212; In an attempt to conquer the mounting fears of depression and deflation, President-elect Barack Obama’s Saturday radio address touted a stimulus plan far grander than what had been advertised during his campaign – 2.5 million new jobs over the next two years with a price tag between $500 and $700 billion. While Obama campaigned on relief for small businesses, it might be awhile before we see those proposals come to fruition. <br/><br/>Obama further restored investor confidence with his announcement of New York Federal Reserve President, Tim Geithner, 47, as Treasury secretary. Obama holds that Geithner offers &#8220;an unparalleled understanding of our current economic crisis, in all of its depth, complexity and urgency.&#8221; Much of today’s deflation anxiety stems from observance of the widespread banking crisis which hit Japan during the 1990s. Tim Geithner was “Treasury attaché in the Tokyo embassy for the first half of that decade” (Bill Powell, Time Magazine). Although officially released Monday, word that Obama was likely to choose Geithner sent stocks soaring at the end of last week. <br/><br/>Over the past 5 years, we’ve seen salaries struggle to keep up with inflation and therefore Americans have been borrowing more and more money. Core inflation, a measure of inflation excluding items that face volatile price movements (like food and energy), is now negative which has increased the average American’s buying power. This obviously helps workers even if it hurts companies. However, when consumer prices fall, spending collapses. As seen in the Great Depression when “supply swamped demand, driving prices down,” lower prices also raise the threat of deflation (Dallas Morning News). The U.S. Labor Department reported that consumer prices fell 1 percent in October from the previous month, the biggest fall since 1947, and while the consensus is that deflation is a remote possibility, it should still be taken very seriously. In a recent interview, Democratic Senator Charles Schumer said “the nation is on the brink of the same kind of deflationary spiral that pushed down prices, closed businesses and obliterated jobs during the Great Depression” (Lori Montgomery, Washington Post) <br/><br/>What would deflation mean for the country? <br/><br/>1.    As prices fell and old debts stayed fixed, companies would have a harder time repaying those debts and bankruptcies and unemployment would more than likely increase.2.    Deferred spending would further slow the economy. If people feel they can count on prices dropping, they wait until the next month, or the next month, etc. to make a purchase and while they wait, the economy spirals downward. <br/><br/>Richard Berner, chief U.S. economist for Morgan Stanley, writes, &#8220;The ultimate bastion of defense against deflation is a Fed committed to avoid it at all costs&#8221; (Bill Powell, Time Magazine). What might the Fed do? According to Reuters’ Alister Bull, “some economists believe the Fed will cut [interest] rates to zero over the next three months.” Obama and his economic team plan to hit the ground running, hoping to pass a strengthened stimulus plan as soon as the President-elect enters office on January 20th. <br/><br/>For the small business owner, however, relief may not come as quickly. Matthew Bandyk (U.S. News) argues that “while many industries from life insurance to the automotive companies have been asking for a piece of the bailout money, it is harder for small businesses to get Washington&#8217;s ear. Large businesses make the argument that the economy can&#8217;t afford for them to go bankrupt.” The financial crisis and another stimulus package now top the already substantial list of topics likely to eclipse small business issues. <br/><br/>The Senate Committee on Small Business and Entrepreneurship, led by Sen. John Kerry, has urged current Treasury secretary Henry Paulson to “use a portion of the rescue package to purchase government-backed small business loans through the Troubled Assets Relief Program (TARP)” which would “provide immediate relief to small businesses shut out of the credit market because of a paralyzed system” (Market Watch). In October, on the other side of the election, Obama proposed a “small business rescue plan” or tax incentives and loans. CNNMoney.com’s Stacy Cowley and Emily Maltby reported the following: <br/><br/>Obama&#8217;s new plan calls for the SBA&#8217;s loan guarantee programs to temporarily eliminate the fees they charge lenders, and for the agency to increase the guarantees it offers to banks that lend to qualifying small companies. Additionally, he wants the SBA to expand its facility for directly lending money to small companies through its Disaster Loan Program. <br/><br/>While the Disaster Loan Program is designed to aid businesses affected by natural disasters, it “does occasionally offer loans to help with nontraditional disasters” (CNNMoney.com). “There are no quick or easy fixes to this crisis, which has been many years in the making, and it’s likely to get worse before it gets better,” Obama said Saturday with the kind of honesty the American people will need to suffer the storm. (OTC BB:CXTI) has announced that China Expert Network Company Limited, known as China Expert, a wholly owned subsidiary of Leopard, has signed contracts totaling $36.6 million to complete the e-government network infrastructure projects.</p>
<p>China Expert will be responsible for the entire e-government project for each city, including network infrastructure, hardware and security design, applications and implementation. One of the contracts was signed in 2003 and is expected to be completed before the end of 2004. The second contract is expected to be completed before the end of 2005.</p>
<p>&#8220;Citizens in the first contracted city are now able to use the established e-government facilities to settle their personal bills, such as tax and electricity bills, directly with the specific government departments and public utility companies through the Internet,&#8221; said Kung Sze Chau, chief executive officer of Leopard.</p>
<p>The plans for the project were created in 2001. That year the office of the State Council laid out a five-year plan regarding the building up of e-government throughout the country. It set out the background, direction and goals of the project.</p>
<p>These goals include:</p>
<p>* Setting up fundamental and strategic e-government data bases.</p>
<p>* Upgrading the level of resource sharing.</p>
<p>* Enhancing the power of management, including the decision-making capability and contingency-planning capability of the Central Government and of other local governmental departments.</p>
<p>* Creating relevant laws and regulations, basic e-government system infrastructure, and a security system and training program in relation to an e-government.</p>
<p>* Paving the way for the next five-year plan.</p>

			<content:encoded><![CDATA[<p>By Mike Caggeso Associate Editor Money Morning  <br/><br/>The People’s Bank of China continued nipping away at its one-year lending rate, cutting off 0.27 percentage points to 5.31%, its fifth rate cut in three months. <br/><br/>China also lowered its deposit rate by the same amount and reduced the proportion of deposits lenders have to hold as reserves by 0.5 percentage points to 15.5%, Bloomberg reported. All rate cuts will take effect Tuesday. <br/><br/>China’s slow burn of its interest rates is a calculated response to falling numbers across its board: gross domestic product could fall as low as 5% next year, way down from the 11.7% growth in 2007; exports fell for the first time in seven years last month; imports and manufacturing numbers also fell. <br/><br/>Unemployment figures are getting ugly, too. So far, the global financial crisis has taken 4 million city jobs from migrant workers and pushed urban unemployment up to 9.4%, the Chinese Academy of Social Sciences estimated last week. The result is rising gang violence and increased police measures and surveillances in cities hardest hit, Reuters reported. <br/><br/>China is also facing a dangerous decline in inflation, which limped at 2.4% annual pace in November, its fourth consecutive month-to-month drop and a sharp drop from the 4.0% posted in October, its National Statistics Bureau reported two weeks ago. <br/><br/>“The surprise is how small the move is,” Mark Williams, an economist with Capital Economics in London, told Bloomberg. “There’s been a sudden very rapid deterioration in all China’s economic data over the last 8 to 12 weeks.” <br/><br/>Last month, China cut interest rates by 1.08 percentage points, its biggest reduction in 11 years. <br/><br/>Also last month, China announced a massive $586 billion economic stimulus plan that will pump money into low-income housing, water and energy projects, airports, disaster relief and new railroads for the next two years. <br/><br/>“China understands that it’s gaining importance in the world economy and that it’s going to participate in that process,” said Keith Fitz-Gerald, Money Morning’s investment director and a former professional trade advisor who’s spent more than two decades focusing on investment opportunities in China, Japan and the rest of the Asia region. <br/><br/>“Many experts will see this as just a ‘bailout’ that’s directed at Chinese infrastructure projects, Chinese technology companies and at holding the global financial crisis at bay,” Fitz-Gerald said. “But the real message here is that Beijing is going to pull out all the stops to ensure that its economy does not falter. 			<content:encoded><![CDATA[<p>Sectors of Industry and EconomyPrimary:The primary sector is all of the manual labouring jobs which convert natural resources into raw materials. Examples include agriculture, fishing, forestry and mining. Industries which process or ‘purify’ these materials are also often considered to be of the primary sector of the industry. Britain used to have very large primary economy with all of our coal mines etc, however, that sector is now led by countries such as Japan and Africa.Secondary :This sector refers to the manufacturing and sometimes processing of raw materials into products and goods. This includes food processors, car manufacturers, paper mills and energy companies. The secondary sector used to be heavily laden with tools, but now that our world has progresses with technology (and keeps on doing so), the majority of secondary sector work can be, and is carried out by CAM &#8211; Computer Aided Manufacture.Tertiary:The tertiary sector is the services, such as bus companies and taxis. Other examples include education, the police, banking, delivery services and insurance. This sector of industry is based mostly around paperwork and had little to no CAM. Quaternary:This sector focuses on the intellectual side of industry &#8211; research, development and information. Although once part of the tertiary sector, it has now formed into this branch of it’s own. This sector is seen as the playmaker, it allows others to progress and improve, without it the industry would simply stop progressing due to a lack of information and availability of research. Some believe that health and education should fall into this category, although looking at the actual definition, this seems highly illogical! <br/><br/></p>
